The Pioneer offer is to provide leadership development, in real time, to groups of leaders from across public service partners who are seeking to collaborate in order to tackle a real, complex, systemic (wicked) issue. The Pioneer programme makes a distinction between crisis intervention needing command and control responses, managerial issues requiring process and procedure and wicked issues requiring collaborative leadership.
Systemic issues require collaboration as no single service or organisation alone has the answer, each has a stake in the issue and a different view about the nature of the problem and how it should be tackled. Through skilled facilitation, learning, inquiry and action are put at the heart of real work, explicitly drawing on and being informed by models and theories appropriate to leadership and transformation. It is a deliberative process using action inquiry as a key methodology. It is concerned with discovering collaborative advantage.
